What are Parking Deficiency Fees?
Parking deficiency fees are spent exclusively on developing and operating downtown public parking, which serves downtown customers, employees, and residents. All public parking lots and garages have been purchased and developed using these funds. Currently the downtown parking programs provide over 1,800 parking spaces.
How are they calculated?
Parking deficiency fees are based on the following formula:
- Business Area/Parking Standard (see chart below) = Required Spaces
- Required Spaces - On-site spaces = Deficient Spaces
- Deficient Spaces x Quarterly rate ($106.25/space) = Fee
Example: 1,000 sq ft / 400 = 2.5 = (3 required spaces - 0 on-site spaces) x 106.25 = $318.75

Who pays parking deficiency fees?
Businesses operating in the Downtown Parking District on January 1, April 1, July 1, and October 1 are billed for parking deficiency fees. A penalty is charged for all bills not paid by January 31, April 30, July 31 and October 31.
Note: Businesses receive credit for all on-site parking spaces which are signed for customer parking and which meet Zoning Ordinance requirements.
